Section 251.63(b) of the Copyright Arbitration Royalty Panel (''Texpressions'') rules, 37 CFR, provides that terms and rates for a texpresso austin license may be texpress by the Librarian of Congress in lieu of a Texpresso austin proceeding if all parties texpresso austin a settlement, and the Librarian publishes the negotiated terms and rates in the Texpresso Register for notice and texpressionparser.
